I live in a townhome complex and I have a full side yard. These 2 neighbors that have a patio that backs up to my yard are always outside when I let my dogs out. They sit there and just stare - don't say anything just stare. 2 weeks ago I yelled out, "Hello!" since they were staring again. I have lived in this neighborhood for 4 years - the 2 neighbors moved from out of state the last 2 years - they also met when they moved out here.
My dogs are trained not to bark unless a stranger approaches so I don't know what I did to them. I get along very well with all of my neighbors in the community.

I did break the ice with them when they both moved in. I actually helped the one couple move some of their stuff into their home. I introduced the other couple around our court. Since then they just stare.
Also my dogs are smaller than footballs and don't bark when they are outside with me. If they do bark inside the home you can't hear them I keep them in their cages in our furnished basement.

Making it known that staring is inappropriate by saying "hello" was a good move. Since they moved from out of town they probably don't know a lot of people and find each others company good. If they don't want to talk to you you are better off. You don't want to associate with rude people.

Some ppl are just not friendly. Put up a tree or vine or one of those colorful canvas canapy that has on side that goes all the way down to the ground. Make sure the full length side is facing them! That will give you privacy and brighten up your yard! You won't have to worry about them anymore and your problem is solved.You can take it with you if you move later also. Best wishes and keep being yourself. You are very nice not to have said or done something in that length of time!

Well, you haven't indicated whether or not you've actually tried to break the ice with them--other than the sarcastic 'hello' comment. I guess I'm just trying to play devil's advocate here because I could see, from their point of view, how you might have seemed rude, too, if you haven't tried to make friends with them. Another thing is perhaps they are just content to be friends with each otherl didn't you say they moved in at the same time from out of state? That's a common bond right there. And since you were the 'veteran dweller,' wasn't it at least partially your responsibility to be neighborly? That's why I dislike apartment and even townhome living. You're sometimes forced to have meaningless conversations with people whom you really don't have a desire to be friends with.

Hahah I have to say I had a neighbor like that once.
He was a little odd. Id be out mowing my yard and hed come out and watch me. Gave me the creeps afew times but after awhile Id just wave at him and eventually hed either say hello or go back into his house and peek out the blinds at me.
I figured he was one of those neighbor watchers, there are alot of them around. In fact the old lady across the road comes out and sets on her porch and watches the whole time i swim in my pool.
I just figure they must be either bored or lonely.
If theyre female take them a cake or something.
Male you can do the same but just dont go into their homes.

Some people are just idiots. I have had plenty of bad neighbors to the point where I had to call the police. Maybe you will get nice neighbors soon.

Bring over a Thermos of coffee and a plate of cookies and start fresh. It's surprisingly effective. If they're still creepy after than then f*ck em, who needs em.

they are obviously pissed off at you about the dogs for some reason
dog owners are notoriously blind to the bad side of their animals and also usually bad neighbors because of it

Some people don't know any better than to stare.
Some people really don't want to get too involved with their neighbors. I don't know why they live in such a place, if that's the way they feel. But, that is their right.
Just ignore them.

Assuming they are not blind and/or deaf, maybe they are just rude. You could try shocking them by going outside in a teeny bikini, or you could be super nice and invite them over for coffee, or you could just simply ignore them
