I will be out of state when my ID expires (in college)...so if it expires in November, can I renew it now? Or is it too early?

I don't know if it makes a difference but I live in Minnesota and will be in Illinois when it is supposed to expire.

Depends on your age. If your under 21 and are turning 21, you have to wait until your birthday for obvious reasons. Same thing if you're turning 18. After that, probably as soon as you receive the notice in the mail.

Im not sure but I think it is one month before it expires that you can renew it.

Renew it in the STATe you are in when it expires.
