Hi there…
Can I call the police when my neighbors listen to loud music in their cars from 15:00 to 22:00 and drink (beer) on the street of a familiar apartment complex? Or will the police blow me off?
The apartment management doesn’t seem to care and as soon as my lease is due I’m out of here!

Frankly, you probably have reasonable grounds to break your lease right now. You'll need a well-documented case and calls to the police will certainly help with that! File a written complaint with the landlord EVERY time this happens and send it certified mail so you have proof of delivery. You have a right of "quiet enjoyment" of your apartment and if the landlord allows other tenants to infringe upon this right you are within your rights to break the lease.

Probably not on the loud noise, as they seem to know the state law in that regard, since 2200 hours is generally the time loud noise must cease. I wouldn't know about the drinking, but you should at least inquire about it at your local station house. There's no harm in raising the issue with the police to get their response.

Most cities have ordinances regarding Loud music and public drinking. I have waited till 10pm and called inquiring about city ordinance. In one place I was told in summer they were allowed to play music till 10pm Another place ,apt,. I was told they would patrol by and if they were peaceful they would ask them to turn down the volume. In every case the police responded and promised they would not reveal who complained.

Oh yes, call the police. For one, they're creating a noise disturbance well into the night, and public intoxication as well.

Report them if you want to, this will be handled.

Yes you can call the police, but make sure you call on their non-emergency line, not 911. You can find the non-emergency number in the government pages of your phone book.
