To answer your first question, I offer this:

Be born again - The word translated here “again” means also “from above,” and is so rendered in the margin. It is evident, however, that Nicodemus understood, it not as referring to a birth “from above,” for if he had he would not have asked the question in Joh_3:4. It is probable that in the language which he used there was not the same ambiguity that there is in the Greek. The ancient versions all understood it as meaning “again,” or the “second time.” Our natural birth introduces us to light, is the commencement of life, throws us amid the works of God, and is the beginning of our existence; but it also introduces us to a world of sin. We early go astray. All men transgress. The imagination of the thoughts of the heart is evil from the youth up. We are conceived in sin and brought forth in iniquity, and there is none that doeth good, no, not one. The carnal mind is enmity against God, and by nature we are dead in trespasses and sins, Gen_8:21; Psa_14:2-3; Psa_51:5; Rom_1:29-32; Rom_3:10-20; Rom_8:7.
All sin exposes men to misery here and hereafter. To escape from sin, to be happy in the world to come, it is necessary that man should be changed in his principles, his feelings, and his manner of life. This change, or the beginning of this new life, is called the “new birth,” or “regeneration.” It is so called because in many respects it has a striking analogy to the natural birth. It is the beginning of spiritual life. It introduces us to the light of the gospel. It is the moment when we really begin to live to any purpose. It is the moment when God reveals himself to us as our reconciled Father, and we are adopted into his family as his sons. And as every man is a sinner, it is necessary that each one should experience this change, or he cannot be happy or saved. This doctrine was not unknown to the Jews, and was particularly predicted as a doctrine that would be taught in the times of the Messiah. See Deu_10:16; Jer_4:4; Jer_31:33; Eze_11:19; Eze_36:25; Psa_51:12. The change in the New Testament is elsewhere called the “new creation” 2Co_5:17; Gal_6:15, and “life from the dead,” or a resurrection, Eph_2:1; Joh_5:21, Joh_5:24.

As for the second one, Christ will return with His saints at the final battle. He will vanquish the Anti-Christ and all who follow him. Those left on earth, the Jewish remnant, will inhabit the new earth where Christ and His saints will rule for a thousand years.

Ok. Most christians (sorry about the genralizing) believe that when you die your soul waits for judgement day. On that day Jesus will be reborn again signalling the start of the apocalypse in which everyone will die anyway. All those souls who are worthy, and in the case of exclusivism, christian will have their souls 'reborn' into heaven. Others believe that when you die your soul is reborn into into heaven wthout having to wait for judgement day. In the case of inclusivism they accept the fact other faiths may reach heaven and be reborn but only christianity knows the extent and in inclusivism they believe that all those of faith will reach heaven. These people are anonymous christians who live their lives in a good way.
Basically it's all very confusing, but taking RS and RE has finally paid off.
In essence it's the rebirth of the soul into a higher existance.
As for what they'll rule over.....neh..I just like to imagine they eat cheese, perform bad kareoke, point and laugh at random people and smoosh them with their fingers.
Personally I believe religion, any type of religion, is merely a mass means of controlling the population with lying 'holy' books written by sad little men trying to control a chaotic world a couple of thousand years ago. The true message has been lost. *To learn ones-self, gaining knowledge in order to grow spiritually and emotionally.*
Following what you feel is right rather than what religion or society says is right and learning things that are actually important. Not how to do quadratic equations while getting your shoping.
Anyway kinda got off topic there...heheh..

Those are all good questions. Being born again means to die to your sins and to the world and to be born again into a relationship with Christ. The Bible also talks about becoming a new creature when you ask for forgiveness of your sins, hence the "born again" terminology.
As for who the kings will rule over, we do not know what Heaven will be like. And the Bible talks about the millenial reign of Christ on Earth for 1000 years before finally defeating Satan and casting him into the lake of fire for all of eternity. Maybe that passage is refering to the millenial reign on earth.
I know that probably doesn't answer your question, but that is the best I can come up with.

Born again means, born of the spirit. When a person believes in Jesus Christ, they are indwelled by God's holy spirit.

The verses about being kings and priests is about the millennial reign of Christ. The born again believers will be kings and priests, in the world, with Jesus as King of King and Lord of Lords.

One key Scripture reference to being "born again" or "regenerated" is John 3:5, where Jesus says, "Truly, truly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God."

Those who say baptism is just a symbol must deny that Jesus refers here to baptism. But the early Christians uniformly identified this verse with baptism. Water baptism is the way, they said, that we are born again and receive new life-a fact that is supported elsewhere in Scripture (Rom. 6:3-4; Col. 2:12-13; Tit. 3:5).

"He who believes and is baptized will be saved" (Mark 16:16). And what about Peter’s response to the Jews query about being saved: "Repent, and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins; and you shall receive the gift of the Holy Spirit" (Acts 2:38).

Every one that is spiritually born of God go to heaven because they had received the free gift of eternal life by believing in Jesus Christ.

Their names are written in the Lamb's Book of Life and are part of first resurrection. That would be people whose sins are covered by the blood. Of the Melchizedek, Levitical or Jesus Christ Priesthood.

To be born again one must recognize one is a sinner needing a saviour. Confess to God Jesus Christ is ones Lord. Believe in ones heart that Jesus Christ, Son of God shed His own blood for the remission of ones sins & rose up for ones justification. With heart faith comes heart change. The old stony heart is gone. A new soft heart of love replaces it.

Then comes the Christian walk. Growing / washing in the Word of God and maturing in faith. Praying to God 24 / 7. God is Father. He is Lord. He is a Spirit of Truth And Comfort.

Spiritually born again christians go to heaven when they die. What they build on the Christ foundation is tested by fire. Perishable (lies, sin) gets fried. Everlasting gets rewards. Deed done rooted in Faith, Hope & Love are everlasting.

Not everyone alive during the 1000 year reign of Christ are born again yet. When Satan is let out of prison in the end, He is going to deceive a multitude again who will attack God's people. God will send fireballs on them & throw Satan into the Lake of Fire (second death). It is just to show how easily people believe that old liar.

Also there is all creation to take care of & repair during the 1000 year reign of Christ.

ok i am a catholic christian so this is only based on my learnings. Well to be born again means ur starting a new life in heaven with God. Before you enter heaven u have to face Purgatory to suffor for all ur sins. After words you are a totally new person, ready to stand in God's precense and so a new soul full of faith is born inside u. I hope this answers ur question!

To be born again is to receive a new spirit. This spirit (Holy Spirit) cannot dwell within us with our old spirits, we must be born again, renewed in order to receive the Holy Spirit.

I believe there will be many still alive when Jesus returns to set up his kingdom, these will be the ones that will need leaders.
