Metro is your best bet for touring DC: http://www.wmata.com You can get an all-day pass for $6.50 each person and jump on and off as often as you like.
If you go on a weekend, parking is free at metro stations, and even during the week, it's much cheaper to park at metro than in DC and easier to find a space!
