The task bar is covering half of the top of the page and at the top where the START button would be is not showing and I can not access it to shut it down or move the taskbar down to the bottom where I want it. It seems to have a mind of it's own and changes position all over the page. HELP. I would like to shut my computer down. Thanks

to access the start button regardless of where it is, press the window key on the bottom left of your keyboard. this is a desktop prank played on you, someone has installed it on your computer. sometimes pressing control alt delete will get you out.

Ctrl + Alt + Delete Keys, do this twice in a row, it will bring up the task manager, on the menu, choose Shut Down, go to the Shut Down Option, and it will Shut Down.. Good Luck

right click the taskbar click on cascade windows
the taskbar is the blue line bar from left /right on the left side your see start on the right side your see the pc time of day with icons
right click on the blue line taskbar click on the menu that pops up cascade windows then re-size your program screen when it is un-stuck

move the mouse icon all the way down to the bottom of the monitor the tasksbar will pop up when it does right click the taskbar then click on properties then a taskbar and start menu properties box will pop up un-tick the box
auto -hide the taskbar . then click on apply & ok
then right click the taskbar again and click on lock taskbar

First, i would restart the computer to see if it returns to normal. Just press ctrl-alt-del and choose the shutdown tab to restart windows. If its still messed up, just right click the bar, and uncheck lock the taskbar. This should allow you to move, or resize the bar as needed. You might want to try that in reverse order, I just like to restart first to see if it can fix itself.
