Its not a safe method to use if you don't want a baby.
I'd use a condom 100% of the time. Preejaculate *does* contain sperm. It is frequently cited as a carrier for small numbers of sperm, and a potential cause of pregnancy, it is very unlikely that conception will occur from exposure to pre-ejaculate fluid.
