A liar is someone who has told a lie. What does it matter if everyone falls into that category? You don't change the definition because we all fit.
If you mean, 'are we all sinners because the Bible says lying is a sin?' the answer is yes to that one, too. God doesn't grade on a curve: oh, you're not as bad as she is, so you're ok. The Bible is very clear that we humans have all sinned and therefore can't earn our way to Heaven on our own. We can only make it by accepting Jesus and the power of His forgiveness by grace. Of course, that also requires a repentant heart.

While most people, if they are kind, have told little white lies to spare people's feelings and while some people, especially if they were hit as children, will lie to avoid punishment, I think a liar is someone another person finds they cannot rely upon.
A liar is someone who doesn't when they say they will and does when they say they won't. A liar is someone who tells you their feelings are X, but their behaviors are Y.

Yes, yes I suppose they do. I think it is better to analyze WHY people lie. Majorly for personal gain such as greed or the desire to manipulate others, for greed's and manipulation's sake, I would say is bad. For protecting your privacy, for protecting others' feelings, I would say GENERALLY and ON AVERAGE is a more positive and benevolent persuit COMPARED TO the former. Lying is "wrong" everywhere, but it is such an easy tool to use that accomplishes so much, it is extremely hard to deny using it all the time. Perhaps it is the most effective 'tool' in human social history.
To sum that up, Lies that are used with constructive, and not avariciously selfish intent, I would say, are the lies that are acceptable for people to use. They must be sure to accept responsibility though, humbly, if things backfire because of it.

Yes everyone probably has lied at one time in another as sarcasm can be called lieing as it is not the truth but I would define a liar as one who more often than not lies than he tells a truth.

Yes. Are you asking in the context of the bible calling people liars? Meaning, the verse that says neither liars nor idolaters nor the sexually immoral, etc., will enter the kingdom of heaven?
Those who have accepted Jesus Christ as their savior are forgiven of all sins. That includes the lies we tell. God knows our hearts. He knows the difference between a person who lies, and regrets it...and a person who makes his life about lying, i.e., anyone making a living swindling others, etc.
The bible is speaking of people who lie without conscience, and feel nothing wrong in doing it.

Everyone lies, you're right - to tell someone they love they don't look fat, to say they never take home a pencil/pen from the office as they're no thief.
