If you mean that when an answer goes into voting, you should not be able to vote for your own answer, I say No. I think you should be able to vote for your own answer which shows confidence in yourself. Further, it would be next to impossible for Yahoo to monitor that. Also, sometimes the responses are ridiculous and meant to be funny, so why should that kind of answer ever get awarded points when a good answer is available.

I don't know. Several times I've recieved 10 points only because I was the only person who voted. I don't really like getting points that way, and didn't intend to be the only person who voted, but when people don't vote, what's a person to do.
On the other hand, I've also voted for myself, and then realized that one or two other people were the only other ones to vote. It seemed pretty clear we had each voted for ourselves and now the voting is tied and no one will get the points.
There should be a way where after a couple of weeks have passed and there's a tie, then the person asking the question gets another shot at picking a winner among those that recieved votes, or something. I don't know.

It still has a little use, we just have to work to make sure votes are tampered with like they are now, we have to hold tight and fight for our democracy, God willing
