Basically, you dip a pin or needle in ink and then jab the needle into your skin repeatedly until the design is finished.
Most homemade tattoos either don't last or fade a lot over time.

you CAN tattoo yourself, but you'd have to be fairly talented to do so. My personal tattoo artist tattooed his right arm (he's left handed) from the elbow joint and pretty much gave himself a forearm sleeve. Does it look good? Yes, he's an excellent artist but he has over 14 years of experience. As far as needles I'm assuming you have your own tattoo gun therefore the choice of needles would be up to you. Personally, I feel the finer needles make better detailed lines and make a difference but at the cost of pain that is about 10x worse than a standard gauge needle. And finally, use tattoo ink only. If you plan on doing a jail-house style tattoo you might as well have a buddy do it for you.

my sister does her boyfriends she uses a clean sterile needle and ink and she draws the picture on his skin then dips the needle in ink then in his skin. it takes forever and it is more pain then when you get it done at a tattoo shop. But that's how she does it. I wouldn't though it could cause a really bad infetection.

For obvious reasons (health, safety, sobering up later, realizing one has made a BIG mistake, etc.) I've always liked temporary tattoos. They're easy to apply and you can get rid of them.

I don't think you can get the material any where. It's better if you had a person with experience do it so the tattoo won't look messed up.

You can't or it would come out lopsided. It can be physically done. Just like normal. Prepare the ink & needle & instead of putting it on someone else, put it on you.

you can get a needle, and wrap it in thread, then dip it in indio ink....not sure about the spelling....then start poking yourself.
or you can make a tatoo gun out of a hairdryer motor, a bent fork, guitar string, ink pen housing, pencil eraser, and 9v battery. once you have it together, you just need the ink.
