Because it is too dangerous, they would likely loose control and hurt Innocent people. Stop sticks are designed to evenly deflate the tires so the driver can keep the vehicle in control. The vehicle then cannot go that far or fast on the rims alone. Making a head shot with a tazer would not only be difficult because of the size of the target but would also be dangerous and deadly.

A 3800 pound car with no driver seems a bit dangerous to me. Flat tires and a driver seem to work, even if the driver keeps going.
