If you haven't told any of your and your bf's friends, then a trustworthy friend that doesn't know your bf that well to pretend to have a party. Make some excuse like a friend's birthday party or a back to school rave in case he starts to unravel your plan. Maybe, you could make a general invitation so even if your bf finds it, he won't realize anything. Ask for everyone's e-mail/phone in the invitation and e-mail everyone after they RSVP that it's really your bf's birthday and to keep it on the down low(don't let anyone tell your bf by accident).

1. maybe u can surpirse him both and the friends at the same time.. if u need help just get one friend to help but not the whole group..
2. u can do something to distract him like a practical joke,,, u can hide his mobile just right before the surprise.. u can also tell him that u r taking him for a dinner for his birthday, and ask a friend to call him asking for emergency help... and then u can all surprise him at the place he was supposed to help the friend at
3. u can take him for example in the afternoon for a meal and tell him 'sadly' that u r buying him something that he always wanted but the money u were expecting is gonna be late for a day or so.. and dont tell him what the thing is let his mind wonder to distract him then surprise him ..

If secrecy is what you're going for, plan a secret outing with just the two of you and don't tell ANYONE.
If you really want to throw off the scent, tell all of your friends that you're planning a party - just don't do it.

Pretend to pick a fight with her and quit speaking to her for a day to plan the party. then tell her you want to make up and tell her to meet you where ever the party is, then SURPRISE!!

don't tell anyone its a surprise party for him. just invite him and all his friends over for a party. give his friends an earlier time and once they know let them in on it. hopefully they won't tell him the surprise within 30 minutes.
