The reason they do that is to show dominance.
It doesnt have to do with hormones or anything like that really, and it isnt limited to male dogs.
My female puppy used to do it all the time. Its to show who is in charge, a display of dominance. Thats why it isnt cool to let a dog hump your leg, even if you think its funny. It will think its top dog and think it can get away with anything.

that happened on christmas dinner with my family. we were just hanging out on the couch and the dog just started rapeing the stuffed bear. it was kind of embarasing but then funny to think back to.
