I suppose it depends on his physical fitness in a whole. Check his BMI (Body Mass Index) and it should be between 19 and 25.
Weight : Height square= BMI
Even if he is a little bit overweight, it does not necessarily mean that he is not eligible: If the examiners see that he is in a good shape nevertheless, he can enlist.

I don't know about the Army but the Air Force recently did away with the weight requirements and everything is based on how well you past the physical fitness test. Normally the Army and Air Force or very similiar with their requirements. That might be why you are not able to find the weight requirements.

I have to ask why he would want to re-join. I served over 20 years but would not even think of enlisting after what Raygun and GW have done to the benefits and retirement package.
