The inmate probably bought the stamped envelope in the commissary. Either someone put money into his account (to buy with) or he has one of those in-prison jobs that pays a very small sum. Looks like you are on his correspondent list as your postcard reached him. Try sending a reguar letter, including his number etc. Ask him to reply if he receives it; that way you will know if he received it. Good luck.
