I bought a container of creatine but it has no scoop like it should. I'm supposed to take a certain amount of grams but I have no way of knowing how much is what.

Murphey's Law of powder suppliments is:

"The scoop is ALWAYS at the bottom of the container".

Stick a fork down to the bottom and you will feel the scoop down there. It is just a matter of putting the lid on, turning the container so that side is up, and then tilting the container back gently (but not all the way), opening it up and then hooking it with the fork.

You will learn to keep the scoop from this container for the next container you buy.

I workout at least 3X a week, I take creatine with a milk energy shake 1 hr before I start working, I usually use 1 tea-spoon of "coke-can" size. But I would advice for you to check the website of the creatine manufactuer, some would recommend half a tea-spoon, so please check. Different brand recommends different intake.

Forget that powder, container, scoop crap. Get ester creatine (CE2) by Medical Research Inst. Go online. Developed by Ed Byrd. You take 4 caplets per day. No muss, no fuss.

Are there no instructions on the outside of the container? If not, take it back.

A small kitchen or postal scale should meet your needs, but you really shouldn't be taking that stuff. You don't need it to be successful.
