Call them and ask what you need to do. Usually it requires tons of paperwork, etc. the sooner you apply the better sometimes there is a waiting list.

Yes, you will need to contact your local HS office. The national website is http://www.acf.hhs.gov/programs/hsb. On the right side is a link that says Find a HS Program Near You. There are certain eligibility requirements (mainly financial) to get into the program. Children that are aged 4 or 5 have preference over children aged 3. Stay on the waiting list though, as HS enrolls throughout the year as children move or drop out. Good luck!
