I always wondered about this. There are thousands of airlines, and each of them has their own seat map, seats, IFE despite its similarity. So, who designs this? Does Airbus or Boeing receives specific requests from airlines or does airline designs it individually? Or is there a separate third party who only does this?

In large passenger aircraft, the customer (airline) picks out the colors, fabrics and amenities for the interior of the airplane, and the manufacturer finishes the aircraft to the specifications given.

For smaller, or privately owned airplanes, there are several companies around the world who specialize in custom fitting aircraft interiors to the owner's specifications. Sometimes a new airplane is delivered "green" (unpainted) to the completion center, where it will also receive a custom paint job as well as the interior work before being delivered to the owner.
