His "poopies" are a very vibrant green, and he has alot of water with them. he seems to be eating about the same and drinking more (obviously) I am wondering if there is anything I can do for him at home since I can't afford to take him to the vet. I am going to start giving him a Pedialite formula to help rehydrate him, but I am not sure if the there is anything else I can do that I am no thinking of can do.

Thanks for all the help so far... to answer more questions: no he is not on a new diet... same seed we always give him. he isn't sitting at the bottom of his cage, but he is sticking to one corner of his cage. he isn't talking as much as he was a few weeks ago, but he did have some tail trauma (lost all his tail feathers in an "accident", but they have since grown back) and he didn't talk as much then either. he isn't in a draft, and the temperature here is about 20 degrees Celcius... he isn't hanging his head. he isn't getting anymore attention or "poking" than normal

Is your Budgie moulting? Budgies dropping are sometimes of a greeny/watery nature when experiencing severe moult. A tonic should be given at this time as they are susceptible to other illnesses when going through a moult.With what you describe your Budgie may well have Enteritis,(anti-biotics from vet)check his vent,making sure the area is clean.Clean his cage daily,perches, food pots and toys also. If you suspect your bird is sick,you MUST keep your bird very warm,at 100 degree's ,and seek medical attention immediately.A Budgie will die within 24hours if not treated.A sick Budgie will sit quiet,fluffed up,BOTH feet gripping the perch,(healthy Budgies only grip with one foot)eyes closed.This being the case,cover your bird, keep draughts out,and keep him warm,I emphasise VERY WARM,its extremely important.See a vet as soon as possible.

Have you recently changed the type of food they eat? If so, does it have seeds in it that are dyed different colors like green, pink or orange? The bird could have an allergic reaction to the dyes. Do you give your bird water straight from the tap? If so, you might want to let it sit out overnight to let the chlorine dissipate out of it.
Is your bird molting? Molt food might help.
Is the bird in a draft or bright sunlight? Is it being stressed by people poking at it or another animal?

When a bird gets sick, it is often very serious. Although birds can be very effective at hiding signs of illness from their owners, there are a few tell-tale symptoms that owners should be on the lookout for in order to have the best chance of saving their pet. If your bird exhibits any of these symptoms, he needs to be transported to a vet immediately.
Unusual Droppings: The color of your bird's droppings will vary slightly depending on what you feed him.
Nonetheless, you should watch out for droppings that are yellow, rusty brown, or tarry black. These can be indicators of internal bleeding, amongst other serious problems. You should also notice if there is a major change in the consistency of your bird's droppings. If they are too runny or too firm, it can cause complications for your pet.

Does he LOOK sick? Is he sitting at the bottom of his cage all fluffed up with is eyes closed or hanging by his beak on the side of his cage with is eys closed? Do his feathers look oily and ruffled? If he is eating & drinking thats a good sign. Get any and all info from web sites and if you can read up from books at your neariest pet store.

I don't kno about the poo... but it may be the heat. Here in romania there are 38 deg. C.
