I have been following the adventures of former New York police commissioner Bernard Kerik, through his book and recent news coverage. Leaving all that aside, did the rank and file of the NYPD like him as a boss?

NYPD Commissioners have been under the pressure cooker due to 9-11. Many of them have not last long due to the stress. The rank and file would do the best possible to support a commissioner, but that is not enough.
