Add artistic touches!
At walmart you can buy fabric for $1 a yard in the clearance bin. Then you could staple it to one of the walls, make pillows, cover a chair cushion. All kinds of things.
You could buy some big art postes from the same artist to give your room a nice garden, surreal, or modern theme, depending on the artist you choose.
Magazines and a posterboard and some glue, and you can make a very interesting collage. At the library you can get used magazines for really super cheap if you don't have enough lying around the house. The funny papers are pretty colorful and cheerful if you would want to make posters out of them.

Personalization is the key. If you are allowed, hang up loads of photos of your friends, song lyrics, old movie or concert tickets, artwork, etc. If not allowed to make holes in the walls, buy a large bulletin board or whiteboard -- $20-$50 at Target or Kmart.
Two-tone walls are in right now. Can you paint three walls white and leave one blue with clouds? I vote for a solid-colored comforter -- more attractive, less little-kid.

You might consider painting only the TRIM in a cool new color.
Sheer curtains from Walmart are pretty cheap and look cool.
Go to some garage sales if you need furniture or lamps.
rearrange the room so you have more OPEN space on the floor for people to congregate.

Paint is one of the cheapest redecorating things you can do in a room. I am planning to redecorate my 17 year old son's room.
Check out sherwinwilliams.com. You can do a virtual room, based on the color of your existing furniture and pick paint colors, see how they look on the walls and add accent colors (new linens, which you can get reasonably priced at Target or Wal-Mart)

On your curtain use sheers and get fabric glitter paint and star stamp and put stars on your curtains. Make throw pillows for your bed in different colors of blues, yellows, and maybe purple shape like stars, moon, sunshine. Paint on your ceiling the galaxy like the different formation, use glow in the dark paint on their along with the glitter paint. That would be cool. Make throw pillows out of denim in the shape of star and moon, maybe paint on the denim the shape of a quarter moon with the rest blue. Put Christmas light around your room.

I think curtains or drapes can make your room stand out . You would be very happy with new window coverings. And if possible a new bed spread to match. It sounds like your walls are pretty nice, so why change them?, especially if your money is limited.
