Yes, all are accountable for their own hearts, not just the act of the sin.
We can pray for forgiveness for another all we want. What we are really asking is for God to place it upon their hearts that they were wrong and will want to change.
I guess we could be more specific in prayer if we wanted to, but God knows our hearts and what we really want and need, so in times of total despair and wordnessness, he still knows what we are feeling and needing.
In the case of Stephen, he knew that the stoners had no idea of who and what they were actually destroying. He just wanted them to have their eyes opened to what they had done, so they could repent themselves and change from what they were into followers of God , rather than followers of men and Law.
God still answers the same way, no matter how we ask the question. yes, no and wait.

It was Jesus who said it from the cross. And no, we as humans cannot ask forgiveness of another's sin. That is a personal thing between him and God.

I don't think you can ask for someones sins to be forgiven, but I guess if the sin is against you, then you can ask God not to hold it against them.

Yes, people are accontable for their actions, but you can still pray that they find salvation. What is really being asked for there is, "Lord, forgive what they are doing, and help them find you."
