There could be a few different reasons as to why he is itching.
1.) You could be giving him to many baths. You should only bathe a dog once every other month.
2.) When you are giving him a bath you are using the wrong soap and stripping all the natural oils out of his skin, and coat.
3.) He could be allergic to something in his environment.
4.) He could be allergic to his food.
5.) It could be that you have just cut the grass in his area, and it has irritated his skin.
I would take him to the vet to find out for sure, so that you can stop it right away if it happens again.
Good luck.

It is best to use a medicate shampoo for dogs. Human soap has the wrong pH and will dry out the dog's skin even more. He might be itchy due to damp grass and if you will wipe him off with a warm damp rag when he comes in from outside it will help. He might need to see a vet if the skin is broken open any place. Good luck.

I would take him to a vet, and bcringler's right, don't use human stuff. What do you feed him? If the word "corn" is in the first five ingredients, I would try switching food. Corn is a very common dog allergy that causes skin irritation. Good luck!
