You really can't. That's the basis of a bi-cameral (two chamber) legislative process. Both chambers (House and Senate) must approve any such law.
Article I Section 7 of the Constitution: "Every bill which shall have passed the House of Representatives and the Senate, shall, before it become a law, be presented to the President of the United States".
