Dogs sniff ears, rumps, stomachs, etc, to determine many things about each other. We would ask questions, like, "How old are you," "Where were you born," "What's your favorite food," but dogs can find out all this and more by their scent. They determine what the dog has been eating, where he's been, what his rank is, what sex he is, and more by smell.
Your dogs may just be having a conversation, it sounds like perfectly normal interaction to me. If one puts his head on the other's shoulder, and the other doesn't react, it's because the one with the head on the shoulder is above him in rank; also normal interaction. If it turns into a dog fight (not just normal puppy squaller, but a haunches up, bared teeth, deep chested growl dog fight) separate them, as they might be about to decide the alpha by other than play means. From what you've written, though, that really sounds completely normal.
