almost free yes. Education is very subsidised in europe. Masters degrees are another story. I'm paying $11,000 for my MBA in Berlin.

I highly doubt there are any free colleges, because 1) all of the other colleges/universities would probably shut down from competition and 2) how would it stay open if it made no money?

Colleges are subsidised in some countries but for postgraduate studies, you have to cover the costs
