This appeared to be a cyst it popped clear liquid came out
it will not heal there is a small hole and it is moist
I have used antibiotic cream on it and he is wearing a halo

I would take him to the vet, and have the vet do a biopsy on the spot. 9 times out of 10 something that wont heal is cancer. I hope not, but...

Anything that does not heal could be cancerous. Get him to the vet.

Well you should first tell yourself an dog that everything is going to be ok. then you should call a vet and schedule an appointment or go to then vet IMMIDIATLY so if your not busy now You probably should be going I hope he feels better!!
