We have met 3 times now in the last couple of months. Both of us work very hard. Although there has been contact between us regularly. Last time I saw him he attended one of my parties and had a fabulous time. He got very drunk and although held my hand, was tactile etc. and spent more time with me than others he has not asked me out again. We are seeing each other in 2 weeks anyway. He emails and or texts nearly every day but the best I have got out of him is you sound so busy with no return invite. It is true I have been busy. If he wanted to be friends surely he would at least invite me to something. Or if he wanted more surely he has to make time to see me. Very confused why any guy would spend time emailing and texting me (signing with an increasing no. of kisses but no flirtatious content) if he is not going to arrange to meet up. Perhaps i have not given it enough time although its been 2 weeks since I last saw him and we are seeing each other in another 2 weeks.

ASK HIM.
in the next text/email why don't you suggest a "date" type event with just the two of you?
If he says no or wriggles out of it then he is just flirting.

u make the first move and email him and ask him out it sounds like u both have busy lifes u have to take time out and chill out and enjoy ur life have a bit of fun life is for living i say hes intrested in u so go 4 it gal good luck x

Maybe he's just plain shy. He doesn't want to ask you out incase you say no..... if your emails are full of how busy you are he may think you are trying to say that you are too busy for him.
Invent some freetime that you are wondering how to fill....
Either that or just come straight out and ask him out for Lunch, coffee, a walk... whatever

Either he's just interested in being casual friends or he's really very busy. In either case he doesn't appear to be ready for a relationship right now.

ask him strait. guys like flirting, but when it comes down to it it's really cool when a gal is up front with how she feels. don't leave yourself too open, just let him know that you're interested, then see what he says.

i had a problem like that, if hes not putting in effort he's just not that into you, i would say back off a bit for awhile and see if he does anything on his own
