That is not at all a problem if there is no one around you to speak English with. There are still quite a few ways in which you can practice speaking and gain fluency over the language;
1. Read a lot of books, magazines, articles, blogs and novels. This would help in increasing your vocabulary as well.
2. Indulge in watching sports and listen to commentators, watch news, programmes which you like.
3. For practicing speaking I would suggest that you do that by speaking a chapter from a book or a novel by standing in front of a mirror. By practicing this habit daily for 15-20 minutes will bring about a lot of confidence in you and will improve your fluency as well.

Hey. Just depends on the situation. You can start with saying Hi. Out at a store you somehow you'll start talking about it, what you thought was cheap or couldn't find.
Honestly, it should just come to you, the words I mean.
Seriously don't think about what others might say. Because someone is thinking what you might say. And vice versa. If the person doesn't want to talk they'll let you know with ignorance. If they do, they'll say anything. If I want to keep a conversation alive, I add the weather into it. Considering you can never depend on Vancouvers' weather.

Toastmasters is a good place to work on practicing your English.
I would take some writing or English classes. There is much to learn about word usage and punctuation that will help you learn the language better.
Keep working on it, the stammer will go away over time.

Perhaps if you started using proper grammar to write with, you would feel more confident when you were speaking. "i can speak good english" is not indicative of you being able to speak English well.
Capitalization and punctuation are also very important in conveying the English language. If you wish to speak better, gain confidence and have greater self-esteem while speaking to others, I would suggest practicing your written language skills before attempting to market yourself to the outside world.

I am in the same boat, However, I have noticed that my skills have improved a lot over the past years. Secret?? Reading. Reading books will help you gain knowledge so you know what you are talking about. It also helps with smoothing out your speech as you learn phrases and new words as well. Also reading will introduce you to new lingo and slang. Good luck.
