let me clear it up, it must be an adult with a full drivers license, but i dont think they HAVE to be in the front passengers seat. I never heard of any law like that, hope this helps.

Depends on the state...some states just say a licensed drive some say adult licensed driver(which could either be 18 or 21 depending on the state)
