You need to leave her papers in the same location. What will help is to leave one on the bottom with the scent from the previous papers put down and continue this with each days changing until she is potty trained. Always, always do this on a tiled area; no carpet. You will have to expect 2-3 wks. before she catches on. Keep asking her if she has to go potty...like every 2/3 hrs. Scheduling is so very important. Is she kenneled during this training process? Having her kenneled (wire type) will be an added help as she won't learn if she is able to be free to run all the time. However, if you can train her to go outside that is easier and what I always prefer, but you may not be facilitated to do so. What is her age? This breed takes a little longer than others. Patience is virtue!

Why do you want to paper train a bulldog? This is a puppy that should be trained to go outside right from the start or you're going to have a terribly confused dog when you have to train her a second time when you need her to go outside.
Why not do it the right way and train her to go outside right from the beginning. If she needs to be left alone for any length of time, you should crate train her.
To go outside, watch the puppy for signs of needing to go, right after a nap, after playing, after drinking - carry the puppy or have her follow you outside. Go out with her and the split second she goes, give her lots and lots of praise, then go right back in. The idea is to praise for correct behaviour rather than correct. If she makes a mistake, ignore it and clean it up.
When you have to leave her, put toys, a couple of treats in her crate along with a blanket in one end and lots of newspapers in the other. Get the puppy used to the crate by leaving her in there for only very short periods of time in the beginning, when you're home. Praise her for being quiet in the crate, never let her out when she's whining or you're teaching her that making noise will get her out. Leave her in for a few minutes, and let her out when she's quiet. Give lots of praise.
The crate also prevents the puppy destroying your house while she's teething. This way you'll always be as happy to see her when you get home as she is to see you.

I have an English bull and you do not want him to go in the house at all look into cage training your dog I dont know what you heard about using cages but very effective in training a puppy not to pee in the house it is alot to explain but do not train your puppy to pee n the house any where this is a lazy persons way out.

Take her outside. When you paper train a dog, you are teaching it its ok to potty in the house.

keep him in the same room with only that paper and he will eventally have to go and say to itself hey this isnt half bad or bring him to a firehirdrent and there you go i hope i was a help
