Best is a relative term ,there are many good digital cameras out there based on your needs ,from profeesional slr cameras but i am guessing you want something for everyday use or holiday shots.First select the brand , Canon is a good choice , they have along history in cameras and their optics (lens)are considered the best in the industry. They also have a large market share of the digital camera sales.next you want something compact yet versitile a good point and shoot camera would be the Canon A620, it has 20 shooting modes and effects and it has a auto mode to make life simple. It runs on AA batteries which are easy to come by and one set of good batteries should last you for 400 shots.it uses sd memory which is the most common to come by.
And it has neat features such as a flip out LCD screen so you can take shots even at awkward angles or do self portraits

An inexpensive but superb camera is Canon Powershot A700. 6.0 Mega Pixels. 6x Optical Zoom. I took clear snapshots when using it under good light conditions.
