Not really a question, but Im going to have a stab. Holding down Alt while pressing f4 will close all your open apps, then finally will bring up the shutdown screen. You can then press u to shutdown. Alternatlively CTRL+Shift+Esc will bring up taskmanager, whereby you can go Alt+u to bring up the shutdown menu, then u to shutdown

There is a program running that is locking up your mouse. Go to Microsoft.com and search the support database. Type Problem keywords in the search bar. There should be a download fix for you!
Hit Control/Alt Delete to bring up task manager to see what is running and using CPU
Run msconfig to disable unwanted services and startup items
Also try updating your mouse driver

Something similar to this happened with my first computer; I suddenly got a screen that warned that something wrong had been detected and did I want it to correct the problem. At this point the mouse stopped working along with the keyboard--everything just froze.
I ended up taking it to the shop; the hard drive had to be replaced (replaced a 6GB with a 20GB). I did not hear the 'scraping' noise that is supposed to accompany HD failure.
I hope you have backed up your HD--I lost all data that time.

Your mouse cursor wont move at all?
Or just after you click shut down?
I'm not sure what would cause this.
Many comptuers will shut down windows correctly if you just tap the power button.
