As a public school teacher, I think it's three main factors:

I can say one of the greatest factors is working parents. People are so busy now, parents working 60 hour weeks, kids being shuffled back and fourth from one place to another. Parents don't have time to be involved in their children's education.

Another factor around here (Southern California) and rapidly spreading around the country is children who speak other languages other than English as their first language. A child that does not speak English fluently is going to take up more of the teacher's time.

And lastly, children are not curious about learning like they once were. Personally, I think this has to do with too much TV, video games and toys that do the thinking for you.

One more factor - I know I said three, but this one is a contributor as well - teachers are spending too much time disciplining children in the classroom, so they are losing instructional time. Kids have less boundaries and consequences in many families today and it makes for completely undisciplined students.

I do agree with you....it is FOR SURE not for lack of funds.

there are a lot of people that trust that this ought to benefit. even if, you'll want to get a number of the worst administration people interior the international (Senators and Congressmen) to bypass the regulation. the first hurdle is how will they fund the bill. it truly is going to take funds to get those classes going and the politicians received't recognize the position to locate the money because they spent all they have and borrow like loopy to spend some more beneficial. a large number of people imagine they recognize funds administration, yet they don't. seem at each and every of the people with a lot debt at the moment. no one budgets anymore. no one saves. The very last 12 months became between the worst for saving that has occurred because the finished melancholy. i trust that you're good, and earning revenue administration not purely a required type yet a set of required classes, might want to be more beneficial effectual for the business equipment interior the destiny. I once study that the classic man or woman in China saves close to to at least one/2 of his or her pay. the classic man or woman interior the receives deeper in debt instead of saving. it receives nearer us faster or later.

There's been a real dumbing-down in America hasn't there?
I think the goal of public education has changed. No longer is it simply to prepare them for college but to prepare them for society. Studies are done in groups with emphasis on relating to the others in the group. Even the grading system is designed no to diminish their self esteem.
Most of those who will be going to college have already been pre-selected in advance and have the luxury to attend private schools. It is a dual system.

I feel its because of all the ESL students. Its hard for a classroom of 20 second-graders to learn anything if the teacher has to go at a snail's pace because 12 of the kids in there don't speak English.

Where do you get this information, because it is wrong. A higher percentage of HS grads go to college now than ever before in our country. Stop listening to the media and do some actual research.....you won't be so negative all the time!!!
