From experience, different Airline Companies have different policies though they are similiar, there are small variations in weight, size and the number of carry on items such as camera bags and such.
Check with your Airline Company before you intend to fly so you dont have to throw away items that you would like to carry on board the plane.

In the US, yes - for domestic flights
flying from the UK - as far as I know, no.
