You can't. Plain and simple. That sort of information is not just handed out willy nilly to everybody who wants it.
Even if you ahve a legitimate reason for wanting to get in touch with this person, it would still be not possible.
You would need their full name, Social Security number, Command and be an immediate Family member. then you could contact the American Red Cross and request a Welfare Check. But all the ARC would do would be to let the person know that you are looking for them. It would be up to them to reciprocate.
besides, do you have ANY idea how may Sailors are stationed in Japan?! Heck, Yokosuka alone has thousands...just from the ships that are statioend there, not even counting the shore commands.

Giving out an official Navy email address to a civilian off the internet is out of the question. She should have a Navy Knowledge Online account, and that should have a white pages function that can trace her unit affiliation, unit contact numbers, and NKO email address in under a minute. However, NKO accounts are restricted, since all recipients are under their real names. Telemarketers, spammers, and stalkers are decidedly unwelcome. If some well-intentioned people are locked out, too bad.
Since she's overseas - assuming she's really overseas - unless you have access to a DSN phone line, you're not going to be able to reach her unit by phone anyways - even assuming you knew which unit she's with. Unless you're immediate family, no one will make an effort to help you should you call up your local Naval installation and ask for help that way.
Once again, if you're not immediate family, none of the service branches is inclined to help you track down anyone. I suggest you consider it a lost cause.
