This may seem a bit of a stupid question, but have you ever went outside in the morning (either for a walk or just to get some air) and you hear this sound that sort of sounds like a hose sprinkler? Is there some type of bug or bird out there making that noise, and if so, what type of bug or bird might that be?

wait...it can't be a cicada in the morning. I thought those bugs don't come around our area until 17 years later or something of that measurement of years.

There are the cicada that only come every 17 years or whatever, but there are also the plain old locusts that are there every summer, and they do sound a lot like that, now that you mention it.

More than likely, you are hearing a cicada. Specifically, the Diceroprocta vitripennis Stal. Check the link below for more information and a .wav file of the "sprinkler sound."
