Yes, you could. It might not be on the shelf, but there is always interlibrary loan. Many libraries I have visited have had decent pagan and folklore sections. The main problem is that these books are often stolen, so you might have a hard time because of that. (And I know, before anyone uses this as proof that pagans are immoral, that one of our local churches encouraged its members to steal books they found immoral from the library for a book burning.)

Some libraries have Wiccan books in stock, mostly the big city libraries. Although, sadly, they have a tendency to be stolen. Sometimes by people who want to destroy the book, sometimes by people who want to own it and not pay for it.
You could check you local libraries database to see if they have it.
The Cunningham books are less than 30 dollars though, it not a bad price at all. And check out used book stores, they can be a great place to find good books for cheap.

Our local library has quite a few books on Wicca - including the Cunningham ones- in the religion section with all the other religious books. They seem to be popular and always checked out when I go there. If your library has a website you can go online and see if it has it.

You have many options. Some local libraries, inter-library loan, you could contact a coven in your area who may loan out books or you may be able to get a used copy for cheap from one of them, you could look for your local metaphysical bookstore (listed in phone books under "bookstores") and ask them if they know where you can get a used copy, or you may be able to find a copy at a used bookstore. In my area, Half-Price bookstore carries a lot of neo-pagan books in near-new condition. If you live near S. Ohio, e-mail me and I will find a copy for you. Some useful links:
