Can anyone recommend a free (or at least in-expensive) disk defragmenter for Windows XP (SP2)?
The Windows version just doesn't seem to do a lot and leaves blocks of files all over the place

The best I have is Diskeeper 10 professional. Yes, you do have to pay for it, however I have a copy of Diskeeper lite 7 for free.
Advantages are more detailed defrag, more reliable and uses less memory and CPU than windows defrag most of the time. It also replaces windows defrag.
Full version includes boot defrag, "Set it and forget it", so it defrags automatically, and more.
Also in your question, you say that defrag leaves blocks around the hard disk. I am not 100% sure, but I think those blocks are files that are not defragmented and do not need to be moved.

For general use the Windows defragmenter is sufficient. The reason is leaves block of file around the place is that these file need to be at certain 'addresses' on the hard disk to work. For example when you install a new program the operating system need to know exactly where it is. Other 'files' may be bad memory and should not be written to because that will cause errors. The operating system also uses a 'swapfile' which is an area of the hardisk as memory and this space is in use as soon as you start windows.
Pre 2000, there was a lot of companies offering disk defragmewntation program but now most people use the Windows Defragmenter.
But there are a number of alternatives available, I have include a few below.

Run Defrag a second time, if the files still remain where they were, its suppose to bet there-

maybe i didn't understand exaclty but anyway there is a built-in defragment tool for windows u cand run it in the night after u finish work in ur computer, u run it by right-click on drive letter and select properties then tools

those blocks are permanent and immovable files. the defrag of XP really does a great job!

The Windows defrag works just as well as any other defrag program - if not better.
