There are continuous human rights violations because our concepts of human rights keep evolving. The United Nations is one of many forums in which we humans can meet and reason together. As a forum, of course it is effective in its purpose. What may be ineffective is the way we humans sometimes choose to reason together. But, the alternative to reason is violence. The United Nations is very young. And, humanity is still very primitive in many ways and has only just begun to globally reason together. We have no other sane choice but the path of reason in these matters.

Oh, thank you for asking why the United Nations is so ineffective!

1. The United Nations is worthless. The United Nations does not have the legal authority or military to enforce human rights, and it should not, because human rights is a sovereign countries duty and responsibility to it's people.

2. Human rights violations will always happen until one day on this earth people can live with each other, and that I guess would be the question of the decade...why can't we all live together? Violations of human rights in a country that can not stop them, should through it's government leadership ask a country that can help them for assistance, just don't ask France because they will promise 3,000 and you will only get 300.

In answer to your question about whether the UN is ineffective. Granted they are sometimes ineffective. Do you think we'd be better off without a world diplomatic body? You don't think they help deliver humitarian aid, negotiate conflicts? What would fill the vacuum if they were abolished or if the US withdrew as so many NeoCons would like?

This is where your question leads, btw.

Thomas below has your answer.

The UN would B affective if some countries could decide whos side they R on.
The UN got an awful lot of flack over certain statements made in the past.
& we've gotta wonder why did West even bother 2 back a resolution in the middle east?
Knowing full well Israel would never cede.

Current USA administration does not follow UN rules of the Geneva convention and violates the Constitution and Bill of Rights. Pure and Simple. American Values of the past are not being followed by the administration in power in the year 2006.

Mans inhumanity to man, there will always be human rights violations. The UN can't be everywhere and these attrociaties always happen before the UN turns up and them they find out about them, l don't think the UN has enough athority.

No, the UN is not ineffective.
We have to have human rights violation.
If we didn't how could others complain.
This is not a perfect world.
People are free to treat each other in any manner they choose. Unfortunately it is a fact of life. We will always have war and famine. Accept it and move on.

The UN is just another USELESS bureaucratic organization without teeth to do anything, other than drafting resolutions, which is hardly EVER complied with. There is continuous human rights violations, because all we have in this world are imperfect human beings, who feel the need to oppress others.

I've said it before, and ill say it again.

The UN is only as effective as its members will allow it. America, and other nations, are infamous for demanding it to do one thing, then undermining it by refusing to play by its rules. Dont expect them to enforce Human Rights laws if the worlds only Hyperpower is, in itself, in violation fo them. Gitmo just shows us the contempt America has for such rules, so dont blame the UN for your misdemeaners

To the first question: For the same reasons there are violations to any or every law. One person trying to get something over on another person, for personal gain.
To the second question: Yes.
