First it depends on how you define terrorism. If defending your own land is terrorism from invaders/outsiders, then we need to change the definition of terrorism as self defence is not terrorism and you can use any and all means to get the invader out of your land and your nation, as long as you are not deliberately targetting the innocent.
If an invader attacks your country and you are in India and you are a Muslim and the invader happens to be from a Muslim nation and is an aggressor who has no business in attacking, it is the duty of all Muslims to defend their land and villages and cities from the invaders.
Invading another nation is not allowed according to the laws of the Quran. Check out 2:190 which says "Fight those who fight with you, but do not attack them first. Allah does not love aggressors." Ironically much of the hard feelings that exist for Islam and Muslims is precisely because this advice from Allah was set aside and Muslims committed aggression against those who had not declared war on them or threw them out of their homes or taken their properties, families from them by force.
When any of that takes place, it is allowed according to the laws of Islam to fight until justice is re-established.
Those who attack the innocent women, men and children and old people are not terrorists, they are criminals according to the laws of Islam. No Muslim from any nation can support such people if they believe that Allah (swt) made all human beings in all faiths, nourishes them and everyone walks on HIS Earth and no Muslim can ever be greater than the CREATOR OF EVERYONE!!
Quran 5:32 says "Killing one innocent person is tantamount to killing all humanity and saving one innocent person's life is equal to saving all human beings". The context is the killing of Abel by Cain, the sons of Adam. By killing Abel, Cain not only killed Abel but all his generations that would have come in his lineage or thousands upon thousands and more people.
Any Muslim who puts anything above the Quran is disloyal to Islam. If by terrorists you mean people who indiscriminately target the innocent people in India, indeed no good Muslim in good conscience can ever support such people, as the consequence is disobeying the Quran and the Prophet, who never targetted any innocent people, and never targetted even non-innocent persons arbitrarily without giving them an opportunity to defend themselves.
The rule of ISLAM in a war situation is not to chase the soldier who is running away, not to kill the enemy soldier who has lost his weapon or is wounded. Killing is halaal or permissible if four conditions are met which are:
1. The attacking soldier is male.
2. The attacking soldier is armed.
3. The attacking soldier is on your terrirtory in aggression.
4. The attacking solider has committed or is with a group that has killed, raped or abused in a serious manner your people.
IF ALL FOUR CRITERIA apply, then it is permissible according to Islamic law to kill such a person, and before he hurts any more of your people. If any of the above conditions do not apply it is not allowed to kill the person.
There is a saying from the Prophet that the best form of reducing your enemies is by making friends with them. If you kill a person, it just increases anger and numbers of enemy.
Justice is key. Apply yourself in the situation of another and be fair and wonder what YOU would do in such a situation and then decide with a clear conscience. THAT is the way of Allah.
