changed fuel filter, drained filter housing, can't hear fuel pumps,new tank with pump, can't find any bad grounds

The wires that go to the injectors most likely are shorted out, You can remove the oil cap and smell to see if you can smell burnt wiring. The valve cover gaskets are what short out and will need replacing as well as 2 harness inside the valve cover that go to the injectors. Also replace the glow plugs while you at it. Sometimes the resistance of the glow plugs is what causes the harness to short out. It is not a hard job to do. The fuel pump on the year is mounted in the valley of the engine and is mechanical there is no electric pumps on the 95 years

Check one would be to find out what the code is for that's turning on the check engine light. The second fuel pump on the frame I find is pretty silent and almost have to be on it to hear it.

One basic thing to check is oil level.. a p-stroke runs like crap unless the oil is in the cross hairs (actually I rather them at max 1 qt low)... But other than that it will take a mechanic experienced in power stroke to check the high pressure oil pump.. the fuel and amount being fed into the bowl (also a p stroke doesn't like off road diesel) as well as injectors and harnesses...

Sorry I can't help you, but it's an animal that requires a scan tool to accurately fix

If you are not getting fuel, you can put an aux fuel pump in line(I had to do this to my 7.3).
Replace air filter,easy fix and sure gives those diesels back a lot of power.If it pours a lot of black smoke,especialy when accellerating, it probably in the air filter.Tried to contact you two times, won't go thru!! e-mail me.

Check the compression of the cylinders. If one is relay low. You probably have a bad valve. Or a bad head gasket.
