Three years is not usually too old to breed a budgie. Just don't over breed (2-3 times a calender year) him and keep him healthy and he will be able to breed for years to come. And don't worry about losing him as a pet if you breed him. Budgies are known for keeping their pet qualities even while raising young. Good luck!
