Costa Rica. Never too hot and never too cold. If you don't mind the occasional rain.

Western Europe - too wet
Southern Europe - too hot
Scandinavia - too wet
Asia - too humid or too windy
Russia - too cold
Carribean - too many hurricanes
South America - too hot and humid
USA - too many bad presidents

(had to work that in somewhere)

Year around you can not beat the Hawaiian Islands.

Not sure what part of Surf Dud must have lived in.
Some parts of Hawaii get rain every day. City of Hilo on Big Island averages 250 inches a year.
But rain anywhere in Hawaii for most part is warm.
I have lived in Hawaii for 31 years and temperatures do drop into to high 60's at night in winter.
Ocean even in winter is nice. Better than just about any where else in world.
Each Island has what is know en as the wet side and the dry side.
Dry side seldom gets more than 30 inches of rain a year. Wet side, well take ????

Hawaii. It is approx 80 degrees Farrenheit everyday. It rains in December but the rest of the year is beautiful. It doesn't often get hit with hurricanes because the surface temperature of the ocean is rather cool. Hurricanes are worse in more shallow waters, like the Gulf of Mexico. I lived in Hawaii for two years. It was great! Some things can be expensive.
