(For the sake of the argument, I'm going to give you the point of omniscient knowledge of the person's evil--let's not second-guess it, just take it that they're 100% bad-a%$ and go from there.)
Are you asking "what practical, legal interventions should one take to stop a potential Hitler from action" (Saddam Hussein, Pol Pot, Stalin, insert name of dictator/lunatic of choice)? Or is the question "can you use evil ends and justify the means---can you commit murder and shoot Hitler to prevent mass murder?" and "does the choice of the innocent victim affect your action?"
I find it easier to become enraged about evil when the victim can be personalized and is more "like me". Atrocity or war victims on the other side of the planet, or distant in time, may draw my pity-- but they are less compelling than the single person profiled on the 10 o'clock local news. So if someone dear to me was threatened, yes, that'd be more likely to get me going.
A lesser evil to prevent a greater evil?---from the basis of the greatest good to the maximum number of people, yes, I'd shoot Hitler.
What's really dangerous, though, is the potential delusion that one can have that one "knows" the best and wisest course of action that will be beneficial to the most people! This is a very risky path to walk....

basically.... Chrsitianity stands for specific ethical values that decision for a individual no longer do the flaws that Hitler did... Atheism stands for no actual ethics. So, amoral acts interior the call of Christianity is a lie as a results of fact it violates Christ's teachings, ideals, and character. yet, amoral acts interior the call of Atheism would not violate any theory of atheism. in fact it form of feels that Atheism could create a constructive international view to do atrocities and not experience they are "incorrect".

You can't really do anything because the Bible says only God is the judge. We're supposed to love our enemies not kill them. The only exception is the President of the United States. He can have people killed because Jesus talks to him and tells him what to do. So you'd have to go through Bush before doing anything.

Since this is impossible to know you would only be speculating. Good advice would be to be as far down range as possible from them.

Nothing, you'll never know if one of the people he's going to kill will be worse than him or not.

Teach them, and love them. By doing anything else you would only feed their rage.
