she says it smudges her cigarettes when shes smoking. Do I ground her for not wearing lipstick, take away allowance etc

I would be more concerned about her smoking. I say, don't worry about her not wearing lipstick. There's nothing out there that says that women absolutely have to wear lipstick.

Instead of being so overconcerned about her lipstick use, why don't you get concerned with her smoking??

Why you want to force your child to wear lipstick is beyond me! some people like the way they look without make-up and there are certain women that don not look good with make-up on. some women just like the natural look and if your daughter is one of them you should just accept her decision.

Make her wear it or beat her. Children only learn through fear and physical violence. Oh, and fews days spent in a locked closet works too.
