There a many reasons why a childs speech can be delayed, it can be something simple or serious. If you have any concerns, you should see a doctor. Here are a few examples anyway, remember it all depends on age of child, and their developmental stage.
deafness or impaired hearing/ having more than one language spoken in the home/being the youngest or a twin/ developmental delay/ emotional or physchological stress, eg abuse or divorce or moving home etc/physical disability eg, cleft palate.
And many more, so you can see why its important to seek professional advice.

you think that they know about there surounding and they are knowledible know all but they are not they do not know the correct answer and if it will be accepted as a good answer and not offending or silly one that warnts anger. or just not knowing and needs time to pounder the question for an answer.
Do not snap at them if they know the question and delay before saying it. cause theey wll in there time it is ai fad that they grow out of when the time come to step up to the plate of real life! there is no ok I'll . . . try. it is now!! snap!

There are variation of timing of speech development from kid to kid. At three years more than 99% of normal children have good speech. Causes delayed speech are many, few are
Hearing problems
Mental subnormality
Autism
