The swelling must be more than 10 mm to be a positive result.
redness is not important as a sign of infection but its presence may be due to allergic reaction. The result you see is mostly allergic reaction to the injected solution. The bruise may positively confirm allergy too.......Do the test again and make sure to make an allergy test to the soution witout the test derivative "called PPD" in the other arm "control arm" to exclude allergy from the solution itself.

They do not read the redness of the area, only the swelling. They should have had you come back between 48 to 72 hours after being injected to have it read. The bruising is more than likely from them injecting it, which can occur with any injection.
Check out the link, it has quite a bit of info on it.

If you have TB or are a carrier of the disease you will have a large lump around the test site. An acquaintance does not have it but is a carrier her test site got as big as a dollar bill width

It does sound like a positive. Why don't you post a pic of it? Are you not suppose to have it checked after 72 hours by a trained professional?

It depends on the size and the pattern of the spot. We cannot read your test for you. You need to go to clinic and have it read 3 days after the test was given.
