Does it mean "do not walk down this street as well as no driving?

It means neither. It just means that you can't pass someone while you're driving down the road. It's for safety reasons. There may be blind spots or a neighborhood with lots of children or schools, that makes it unsafe to overtake a vehicle and pass it while driving.

These signs have nothing to do with walking down the road.

It simply means that it is unsafe to pass on those streets or roads. Most people don't pass on city street anyway. I am sure they want you walking in the street, try the side of the road facing the traffic coming at you.

Because the government has deemed them to be unsafe to pass a car on these streets. Get a Motor Vehicle Driving book from your nearest Licensing Department

Because there is alot of traffic and passing would be unsafe for drivers.

It is saying that you shouldn't pass other cars in your car, and it is usually because of sight distance limitations, such as curves, hills, etc.
