The Administrative Headquarters is always said to be Kingston-upon-Thames which nowadays is in London, not Surrey. Guildford has the cathedral, the university and many of the public building. So, in most people's mind, the true county town for Surrey is Guildford.

also due to become the "capital" when Tony Blair gets around to doing away with counties and creating new "areas" under EU guidelines.... the booklet they original produced to explain this new "areas" actually left Wales completely out of the new re-organisation! and the EU had to reprint the books at great cost to...... thats it us the tax payers who don't want to loose our counties......
